In 2020, amid the COVID-19 disruption, Luis assumed the role of Department Chair of Mass Media Studies at Talladega College during a period of programmatic decline.

Student engagement was limited, enrollment stood at approximately 30 majors and was decreasing, instructional preparation for Generation Z learners was underdeveloped, and core academic infrastructure—including computing resources, media equipment, and shared student spaces—was largely unavailable.

To address attendance and engagement, he supported a student-produced outreach initiative focused on restoring classroom participation, reinforcing expectations around presence and academic continuity during remote and hybrid instruction.

Within a ten-month period, the department underwent substantive organizational and instructional improvement.

He secured resources to support instructional operations, facilitated equipment acquisition, and organized departmental laboratory spaces.

Instructional and production capacity was expanded to support applied learning opportunities for students, contributing to increased enrollment and program stability.

During this period, the department received external recognition from PRNEWS, reflecting progress in instructional quality and program visibility.

The department’s instructional culture emphasized applied pathways within mass communications—including photojournalism, promotional media, visual communication, and script development—supporting student reengagement and sustained participation.

Under this leadership period, student attendance and engagement improved, instructional stability was maintained across the full faculty complement, and departmental accomplishments were communicated to alumni through institutional channels at Talladega College.


Luis maintained a student-centered instructional environment that supported effective learning and consistent class participation.

Students regularly engaged in extended academic work through consultations and feedback sessions, often using his office as a structured space for assignment development and review.

These works were completed at the height of the COVID19 pandemic.
